The best way to improve fluency in English is by speaking. Do not fear what the other person might think about your spoken skill because when you restrict yourself you will get stuck. The more you speak, the more fluent you would become. Other methods include

1) Watching the news, infotainment, drama, movies in English- this will help you to build both your vocabulary and improve your accent.

2)Reading books- Start with a small book in your genre of interest with simple English read it aloud as if you are narrating to someone( this will help you to read the sentences with expression and to know where and when to give a pause). As you read one book after the other, go for bigger ones with an advanced level of English.

3) Writing- You could start by writing about your feelings, daily activities, about trending topics. This will help you align your thoughts and expressing them. Once you are able to do this, try to record yourself speaking about topics of interest. when you listen yourself speaking, your confidence levels will rise and you will get rid of stage fear. When you are confident and have no stage fear, words will flow out of you like that of other speakers.

4)Practice the online practice tests in English that include testing your reading, listening, writing and spoken skills.

The only way to improve it is by speaking, the more you speak the more you become fluent. But, if you do not have anyone to speak to then there is a very good and efficient alternative. That is, "Reading". It is the most easiest and most effective way to improve your fluency.

Take a book or novel which interests you and read it aloud. You must hear yourself when reading. This activity will improve your thought process, pronunciation, vocabulary and offcourse will improve your fluency as well. You will be able to express your thoughts very easily and fluently.

Read atleast one hour everyday for atleast a month and you will witness the change in your fluency yourself.

Perserverance is the key my friend. You must do this activity religiously everyday to get the results. The more your read the better your become.
