Because Hard water posses high concentration of minerals generally calcium and magnesium so in the broiler it's not remove with the steam it deposited on the surface of boiler and it makes layer on boiler. 

In washing we want to decrease the surface tension of cloth  to remove dust (stain) but if we use hard water due to the magnesium and calcium salt it can't dissolve soap or detergent so surface tension of cloth isn't decrease so washing become improper.

The water containing high amount of Ca++ and Mg++ ion is commonly called hard water (don't confuse with heavy water because heavy water is D2O ( deuterium oxide) ). High level of calcium and magnesium present in the water attach with the fibres of fabric leading stiffness and may leave a residue on the cloth which can further break the fibres causing holes in clothes .

And when hard water  is boiled at home or in industries, it leaves deposits of calcium and magnesium salts in kettles, pipes,boilers and radiators resulting into scaling.
