I think there is no specific answer to this topic. For example, when we start programming we first learn what it is. At that time we don't care about complexity or any other thing. It is more like we explore how to use a particular thing to solve something. It may be pointers, file handling, structures etc. But as we grow it is more about optimizing the code so that it may perform well in a given time period/memory. So in my point of view, all the topics have equal weight.
